Project Fiche: Angola-Namibia Transmission Interconnector (ANNA)

Description

The Angola – Namibia Interconnector (ANNA) is a 400 kV, 366 km transmission interconnector between Angola and Namibia.
  • -Angola transmission section:
  •   -Proposed 200km, 400kV line between proposed Lubango and Cahama 400 kV substations.
  •   -Proposed 136km, 400kV line between Cahama and the Namibian border.
  • -Namibia transmission section:
  •   -A proposed 30km, 400kV line between the border and the existing Kunene 400 kV substation in Namibia.

Objectives

  • -Connect Angola to SAPP and enable Angola to participate in the SAPP electricity trading market [SAPP priority project].
  • -Provide an alternative electrical power transmission in the region and decongest the existing central transmission corridor that traverses through Zimbabwe, thus boosting electricity trading among the SAPP countries.
  • -Promote trading of the vast renewable energies in Angola and Namibia. Currently, Angola holds about 2 GW from surplus hydropower resources.

Project Status

Angola section S3B: Transaction Support & Financial Close
  • -Feasibility studies for the 336 km Angola section were completed in December 2022.
  • -ESIA studies are being reviewed and certification is expected in 2024.
  • -PIM to EPC financial close started in February 2023.
Namibia section S2B: Feasibility
  • -Pre-feasibility for the 30 km Namibia section was completed in 2022.
  • -Environmental Clearance Certificate was issued on 22 September 2020.
  • -The Namibian authorities are committed to progress and be ready at the pace of the Angola section.

Namibia Power Corporation (NamPower), Rede Nacional de Transporte de Electricidade (RNT) of Angola, and SAPP.

SADC-PPDF, which is administered by DBSA and funded by the EU and KfW, and co-funded by NORAD and SIDA.

Project Cost Estimates: USD 450 Million.

Potential Project Financiers

  • -AfDB, Development Bank of Namibia, DBSA, World Bank, EU IFIs (AFD, EIB, KfW).

Latest Developments

The World Bank is expected to support RNT with raising finance for the project, and the preparation of the procurement strategy, tender documentation, and EPC contracts. The decision of the World Bank is expected in 2024.
